PS Umranangal Not Linked With SIT: Probing Behbal Kalan Firing Incident

On Mar 3, 2021, the Punjab and Haryana High Court granted bail to former Punjab DGP Sumedh Singh Saini and ex IG Paramraj Singh Umranangal.

The High Court was also of the view that notices were issued to the accused in the case by the investigating agency before they were nominated. However, in its 36-page order, the High Court made it clear that nothing in the order would be considered as an opinion on the merits of the case.

This court refrains from commenting on the erroneous prosecution of the petitioners. Apart from the notices dated February 7, 2019, and the notices dated February 20, 2019, issued to Umranangal, no notice is available on record. Notices were issued to Sumedh Singh Saini on September 27, 2020, even before he was named as an accused, “the High Court observed.

The remarks by a bench of High Court Justice Raj Mohan Singh are part of a detailed order granting anticipatory bail to Saini and Umranangal in the case pending in the Faridkot court. Restraining his arrest, the High Court has asked him to appear in the lower court on March 8 to face trial.

APS Deol Resigns as Punjab Advocate General

Punjab Advocate APS Deol has tendered his resignation to Chief Minister Charanjit Singh Channi. It may be recalled that Deol was appointed to the post which became vacant following the resignation of Atul Nanda following the removal of Capt. Amarinder Singh from the post of Chief Minister.

It is to be mentioned that Punjab Congress President Navjot Singh Sidhu has asked Advocate General APS Deol’s appointment was questioned by the Punjab government. Deol’s appointment was the talk of the town as he was once the lawyer of Behbal Kalan and accused former DGP Sumedh Saini and IG Parmaraj Singh Umranangal.

The High Court in its order also stated that while presenting the report of the Second Commission of Inquiry in the Punjab Vidhan Sabha, a report was also submitted proposing departmental action against the petitioners. The High Court said the issue would be considered by an appropriate court.

The orders said, “Initially an FIR was registered against Charanjit Singh, SSP Moga. Subsequently, in the second supplementary challan, four more accused were named, and only in the third supplementary challan the two petitioners were nominated.”

After the High Court rejected the Special Investigation Report (SIT) report on Behbal Kalan and Kotkapura shootings, SIT chief and IG of Punjab Police Kunwar Vijay Pratap submitted his resignation to Punjab Chief Minister Capt Amarinder Singh regarding early retirement.

According to reports, the captain has not only slapped Kunwar Vijay Pratap on the back but also rejected his resignation.

Shortly after his resignation was rejected, SIT chief Kunwar Vijay Pratap said he would abide by his report on Facebook.

The Bargari indecency case and the Behbal Kalan-Kotkapura shooting have been emotional issues in the state since 2015. Congress had promised to punish the culprits before the elections.

Punjab Government Accepts AG Deol’s Resignation

The Punjab government has asked Advocate-General (AG) APS Deol, who resigned from his post on November 1, to continue working till a new person is appointed.

APS Deol’s resignation comes just a month after his appointment on September 27. He has tendered his resignation to Punjab Chief Minister Charanjit Singh Channy.

According to sources, Congress interim president Sonia Gandhi has directed Charanjit Singh Channy to accept his resignation. Deol’s appointment fell vacant following the resignation of Atul Nanda shortly after Capt Amarinder Singh’s resignation as Punjab Chief Minister.

His appointment as Punjab AG has caused controversy among party leaders as one faction was against it on the ground that he (Deol) Behbal Kalan police shooting accused both former Punjab DGP Sumedh Singh Saini and IG Parmaraj Singh Umranangal. He used to work as a lawyer for the BJP. 

Immediately after Deol’s appointment, Punjab Congress President Navjot Singh Sidhu also resigned from his post. He was against the appointment of APS Deol and Iqbal Preet Singh Sahota as acting DGPs.

PS Umranangal’ Family Has Done So Much for Punjab

Paramraj Singh Umranangal is not associated with SIT probing the Behbal Kalan firing incident which ensures justice to Kotkapura victims and the innocents.

The final decision rests with the court, the opposition wanted to use its influence to prolong the case.

The more we learn from the case, it is enough to understand that Paramraj Singh Umranangal is not associated and he never was. We hope to hear justice prevail in the Behbal Kalan firing incident. We have to trust our justice system and support Paramraj Singh Umranangal as we are all familiar with the Umranangal family’s good deeds. Wait for SIT probing the Behbal Kalan firing incident to bring justice to honorable ex IGP Paramraj Singh Umranangal.
